Second Additional Protocol to the Budapest Convention (meeting of CiberRed, the Ibero-American Network of Prosecutors Specialized in Cybercrime - February 27 to March 3, 2023)

Between 27 of February and 3 of March 2023, an activity was held specifically for the contact points of CiberRed (the Ibero-American Network of Specialized Prosecutors in Cybercrime, which was established at the beginning of 2018 in Lisbon, Portugal, within the framework of the Ibero-American Association of Public Prosecution Services, with the aim of promoting and reinforcing the cooperation of the Ibero-American countries in investigations related to cybercrime).

This event was included within the framework of the activities scheduled for 2023 in the Plan of Transferencia, Intercambio y Gestión de Conocimiento para el Desarrollo de la Cooperación Española en América Latina y el Caribe - INTERCOONECTA - coordinated and promoted by the Spanish Agency for International Cooperation for Development (AECID). It was a training activity related to the fight against cybercrime that, at the request of AECID, was organized and directed by the Spanish Fiscalía General del Estado. Its purpose was to support and promote the fight against this criminal phenomenon in Ibero-American countries based on the training and specialization in this matter of the specialized representatives of each of the Prosecution Services in the network.

It also had the specific objective of bringing together the contact points of the CiberRed, to jointly analyze the possibilities of action offered by the Budapest Convention and its Second Additional Protocol in aspects related to the investigation and prosecution of this type of criminal activity.

The event was held at the AECID Training Center in Cartagena de Indias (Colombia) and brought together 22 participants from Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, El Salvador, Spain, Guatemala, Panama, Peru, Portugal, Dominican Republic and Uruguay.
