Who we are

The Bureau for the Training and Capacity-Building of Public Prosecutors, established by resolution of the High Council of the Public Prosecution Service dated 25 February 2026, is tasked with providing structure, continuity and coordination capacity to the Public Prosecution Service’s training policy, while ensuring an organised model for training needs assessment, planning, prioritisation and follow-up, aimed at the continuous professional development of Public Prosecutors and at improving the effectiveness of the services provided, as well as at fostering cooperation with the Centre for Judicial Studies and with relevant national and international entities. In particular, the aim is to ensure that training responds in a timely manner to the demands arising not only from the increasing complexity of the Public Prosecution Service’s activities but also from the growing degree of substantive specialisation and from technological developments with regard to means of investigation and evidence, thereby strengthening legal certainty, consistency of criteria and public confidence in the justice system.

The Bureau is headed by a Public Prosecutor appointed by the High Council of the Public Prosecution Service – upon the proposal of the Prosecutor General of the Republic – who assumes office as Director.

What we do

The powers of the Bureau for the Training and Capacity-Building of Public Prosecutors are set out in Article 6 of the Regulation on the Training and Capacity-Building Activities of Public Prosecutors, as well as in the resolution adopted by the High Council of the Public Prosecution Service on 25 February 2026 approving its establishment.

It is incumbent on the aforesaid Bureau to:

a) Identify the training and capacity-building needs of Public Prosecutors;

b) Draw up the annual training plan of the Prosecutor General’s Office, to be submitted to the High Council of the Public Prosecution Service, for approval, by 30 October of the preceding year, and subsequently published;

c) Coordinate, organise, implement and evaluate the training and capacity-building activities intended for Public Prosecutors and developed by the Prosecutor General’s Office;

d) Liaise with the Centre for Judicial Studies and other national and foreign training entities with a view to implementing the training and capacity-building activities intended for Public Prosecutors;

e) Assess the impact of the training activities provided to Public Prosecutors by the Prosecutor General’s Office and other collaborating training entities, and present the findings in an annual report to the High Council of the Public Prosecution Service, for approval purposes, by 31  March of the following year, with the report subsequently being published;

f) Promote consistency in the prosecutorial practice of Public Prosecutors, in particular through the drafting of manuals, protocols and good practice guidelines;

g) Organise and make available an online repository of training materials.
